How can i stop my border collie from carrying on?

I have 2 border collies. one female and one male. Whenever we take them to the beach or river we run around with them and play with them. The female barks and whinges really loudly like she's being tortured! she will just run around and sook and whinge and bark a real high pitched bark. It drives us mad - including our other dog mad. we just want to enjoy our time out. We don't have a clue what she wants or how we can stop her. Please help!!!

I'd recommend taking her to an animal behaviorist or a dog trainer, if she's acting like this even when not playing something might be wrong so then I'd probably take her to a vet.
